Reading the record

What each section of the output is for.

The literacy plan has four parts, each answering a different question about the roles and systems you described.

The audience

Who operates the system, who reviews output, and who owns the pipeline — the role list the plan is built from, rather than a headcount.

The modules

Module themes per role and level: task-level for operators, limits-and-override for reviewers, failure modes for engineers, with the Art. 4 theme cited.

The evidence list

What to keep for the completion register, per audience and per module — the artefacts that make the programme defensible rather than merely delivered.

The record

The exportable plan: roles, modules, evidence, and date. Re-run it when the system or the audience changes; a literacy plan is a dated artefact, not a permanent one.
